According to a report on Thursday evening, the Horned Frogs' redshirt junior QB revealed his intention to ESPN to enter the NCAA Transfer Portal, possibly giving a new team one of the top quarterbacks for next season. He threw for 3,472 yards and 29 touchdowns with 13 interceptions this past season.
News of Hoover's plans to enter the portal arrived from Pete Thamel, who also mentioned the star QB's projections for next year. According to Thamel, Hoover is projected to have a total of 9,629 passing yards and 71 touchdowns, which would be the most of any quarterback returning next season.

...Hoover is the second TCU star to enter the portal this month. Over a week ago, his TCU teammate, cornerback Jonah Martinez, revealed his decision to join the portal.
The star quarterback is considered an NFL Draft-worthy prospect and is likely to draw significant interest from other programs now.
Hoover released a statement on his Instagram on Thursday evening, thanking head coach Sonny Dykes, the team's offensive coordinator Kendal Briles, and his TCU teammates after an "incredible 4 years" with the program.

As mentioned, TCU will play USC in this year's Alamo Bowl in San Antonio, Texas, on Tuesday, Dec. 30, 2025. The college football transfer portal opens just a few days later on Jan. 2.
However, ESPN reported that Hoover will not participate in TCU's bowl game. As of this report, the team, which went 8-4 in the Big 12, had backup Ken Seals play briefly, completing just four of six passes for 25 yards and an interception. They'll likely have other backups available for the bowl game, so it's currently unclear if Seals or others will play.
Hoover is among several significant quarterbacks who recently entered the portal. In addition to the Horned Frogs' star, Florida's DJ Lagway, Nebraska's Dylan Raiola, Oregon's Sam Leavitt, and Texas Tech's Brenden Sorsby will also enter the transfer portal.
